Get up and go?

My 01 1500 z71 with a 5.3 and 3:73 year end, when I floor it from a dead stand still, it just bogs and dosent really come off the line like I think it should.

Are they all like that or do I need to do something to mine? It has 285-75-16s on it, but jeeze, you think I could come off the line with atleast a chirp! It wont even do a brake stand on a dry day!

Funds are a little short, but I will put money into my truck.

Also when I put new plugs in it yesterday all the old ones were covered in fuel, could that be due to them being burnt out and it just not igniting the fuel?

Im very experienced in older vehicals and diesels, but new age stuff still confuses me!
