Bags over axle

in the next few weeks ill be attempting to weld some over the axle brackets so i can finally move my airbags from the ta's. my question is..how should i measure to place the top bag mounts? i know the bags are close to 3 inches compressed...so should i measure from there? i just want to make sure i get this right..i also have 2" blocks if that makes a diff.
