99 burb brake question

Hi Folks!
I have a 99 burb, and I have always felt the brakes have been spongy (had it since 2003). Question 1: Are they all this way? or is it just mine. I have had several brake jobs and afterword, they all seem to be still spongy. So, this time, I needed brakes again, feeling that I want to get to the bottom of this spongyness.... I took off the drums, (got them turned) new shoes in the back, pads in the front. I bled them, just like I do in my '72 and no dice. still spongy. What do you guys think? Breke fluid flush?? New master cyl? Stick of dynamite? Shooting target? I am getting to the point of the last two?
