Do you mean on the gauge cluster area? Not sure it says throttle.? Should be two on the left top is lights bottom is wipers. Right side should be CHOKE. Which is a manual choke and should pull out to operate. Don't think that is original for a '70 though only 67 and 68. If I'm wrong on this or what you're talking about let me know! It is a manual throttle control cable. You could set the engine speed to whatever you want with it. My friends manual trans 67 C-20 still has it on his and it works. Not safe what so ever to use driving down the road but it did work great when we broke in the new cam.

I'm not sure if it was an attempt at a PTO RPM control or something else. I have never seen any paperwork explaining it.
