Need some help from the pros

Ok guys, I just got this 87 Chevy pickup and drove it 15 miles home, but when I went to go somewhere an hour later it wouldn't start. The motor cranks and everything, but for some reason we're not getting any fuel to the throttle body. We changed the entire distributor and nothing, changed the throttle body and find that no fuel is going into the throttle body at all. The truck has the dual tanks and when I turn my key on the right pump comes on but doesn't go off after a couple seconds like it should, it keeps going like its not picking up any fuel. I put gas in it and still nothing. So now both tanks are full of fuel and it still acts like its not picking up any fuel. So we ghetto rigged it to put the power to the other tank and no pump comes on at all. We checked it and we have power to the wires but nothing comes on. So we unplugged the switch where the working pump shouldn't work, but it still comes on and does the same thing, just keeps running. Last thing we did was change the ECM and still not any luck. So now we're stuck and lost. Anybody have even the slightest clue on what to do? We talked about bypassing the solenoid that switches tanks but thought I'd get any opinion or two. Anything will help.
