My Steering Wheel Column Wont Seat Properly/Fully?

hey all, ive got the steering column thrown together, but ive got about a half inch or so to make up somewhere but i dont know where. it seems like the column is seated fully, ive knocked it with a hammer a number of times to make sure, but I dont know where the extra room is from....... ive attached some pics.... should i just fill the extra space with washers???? my bearing is in there and spring etc.
