Ignition Lock Cylinder Diagnosis

I insert the ignition key and turn the key, but the key stops at the far end of its travel and won't turn all the way to start the truck unless I pull out the key slightly. Is this a bad lock cylinder for sure, or could it be the connecting rod hanging up down to the ignition switch, and how would that be checked?
