You have to get cool air in and hot air out in order to cool it effectively...as a general rule, air won't go in if it can't get out. It's the air passing through that actually does the bulk of the cooling. Louvers facing the airstream on one side and facing the opposite direction on the other side (or top) should work........anything to allow air to pass through and not stagnate inside.
