Actually....not exactly. It's the opposite. The higher the rpm, the blades of the fan start to flatten out, creating almost zero resistance to the motor. Your motor needs the most cooling help in the lower rpms so the blades maintain their shape. centrifical force flattens the blades out like you are almost running electric fans. A stock fan spinning to 6,000 has a lot of resistance. They can even blow apart while going down the road!!!
