Gas Guage Issue Reads past 3 o'clock

My gas guage reads past 3 o'clock when on. I disconnected the connector at the firewall and it shows no power on the female side when the ignition is on. According to my Service Manual this means a bad ground to switch or there is no power to the switch. Correct?

Now how does one remove the switch without breaking it?
Where is the ground block? I have looked and looked and cannot find it.

Truck is a 1985 K20.
