87 trim removal question

I am removing the trim form a 1987. Got everything off except for the silverado trim on the front fenders. I have read here that you need to remove the fender to access the nuts. There is what appears to be an inspection plate on the inside back of the fenderwell. Is it possible to get to the nuts through opening? Is there a trick to getting this plate off, I have removed the 3 bolts but the plate does not budge?
