Cleaning primer paint

Hello,

I am wondering how to go about cleaning oil spots out of primer. The paint is riddled with oil spots from a PSP line blowing and a tranny oil cooling line. Plus, some hand prints of my own. I tried engine degreaser at a car wash, that did not work. I'd like to get this cleaned up .
