powersteering problem with mustang 2 rack

i have a 1950 suburban with a 383 stroker motor. i installed a 1993 serp belt system out of a caprice and used the factory power pump. i put in a mustang 2 front end with a power rack. i installed a borgonsen pressure reducer in the back of the pump.i used the recommended amout of washers to reduce the pressure.my problem is that its really hard to steer. it so hard that its acually steers worse then having manual steering. my level in the pump is good,my new belt is tight, its not making any unusual sounds, i have new lines and its not leaking. does anyone have any ideas what it could be?
