Frame cut delima

OK so I get the bed off and see the frame was cut, how fing frustrating with everything else that has been butchered. Its not a c-notch and not all the way through. I am a welder in the Navy and know the welds are good and the frame is boxed in so its solid, BUT it seems it was done to lower the truck. The truck rides beautiful.. Should I leave it and is this common practice? I plan on bagging the truck also.
