CLR who has used it and how

Ok, got grandpa's old truck and I am just not ready to paint it ( finances mostly ) but I want to drive it again. So my questions are how to use the CLR to remove the rust and restore some of the paint underneath. How did you dilute it? did you use the green scotch brite? how did you apply spray on first then scrub or just dip and go? how much scrubbing ? what did you do to neutralize it? how did you seal it to keep it from rusting back over? Did you use a respirator?

Give me the run down on how to do this.

I have the frame, engine, and suspension about done and I am ready to drive it until I can paint it properly.
