Turbo 400 Shifting Soft!

My mid 70's Turbo 400 shifts out of 1st to 2nd fine but 2nd to 3rd shifts soft, it's not really slipping it's just soft. Plus it shifts to soon throughout the gears, at 20 mph I'm in 3rd but it's not bogging down it just takes a while to get up to speed so 90% of the time I shift it manually from 2nd to 3rd so I've got more RPMs going into 3rd. I've got the transmission modulator (I think that's what it's called) hooked directly to manifold vacuum, should it be hooked to ported vacuum?
