62 burb fuel lines

been awhile since i installed the tank, not getting gas out of it. my sending unit has 2 pipes coming out of it. One should be the pickup tube, the other the vent. I suck on the fuel line at the filter, but no gas. maybe i'm not sucking it up high enough? trucks starts and runs on starting fluid but no gas pumping through the line. All fittings clamps tight, no kinks. gasket in filter bowl. WTH? Build and maintenance manual only shows one tube. So close yet so far! And pleeeeeze don't ask me if there's gas in the tank lolol.
