high hump - weld it in or not

i'm considering welding in the hump. i'm going with an auto trans and i don't really foresee a need for the above access. plus, i will be installing heat/sound deadening under the carpet and i seriously doubt i would want to pull all that up for access. however, i do know if i weld it in, there will be that one time i wish i hadn't.

does anyone have a situation to were they needed this access?

one other question.....does new carpet come as one piece? is there a cut out hole with a seperate piece for the hump?
everyone advertises one piece, so i'm sure that's what it is.
