Getting stubborn rear shackle off...Help

[tc4x4]

So I'm trying to take my leaf springs off in the rear with out taking the bed off for now. The upper bolt in the end of the leaf spring can't come out due to the frame rails are in the way. The lower shackle bolt where it connects to the shackle hanger to the frame is the bolt I have to take out then i can lift the leaf springs out with the shackle still attached.

The lower shackle bolt is seized in there.

What have others done to get this bolt out of there? Tips would be handy!
