Exclamation Sreeching Noise help.

I've had this problem since I started driving the truck. When the heater is on "high" (the low motor is unplugged because it makes noise) and I accelerate my engine makes a loud screeching noise for a second or until I get off the gas. As soon as I turn the heater off it stops doing it.

Today, while driving back in the pouring rail (without the heater on) I hit a couple of water puddles. As soon as I hit them I bogged down a little (like all cars) but the engine made the same screeching noise.

I have all new belts and they are all tight so I'm kinda stumped on what it could be. Any help is very much appreciated.
