help please

My '79 has 1 1/2" diff. in height when measured from wheel opening to ground on front fenders. Found 3/16 lower on pass. side at core support (no prob. i can shim with a washer) also found 5/8 lower from center of bolt at lower control arm bushing. i know when you replace these bushings your supposed to tighten them with the weight of the truck on them. Being these are old is it possible the pass side my have twisted from wear giving me a lower measurement on that side? Gap at pass. fender to door is big at top closed at bottom, like the front of the fender needs raised. Sorry for the long post but i need to fix this before i install the NOS hood. Thanks.
