Tbi issues

I have an 87 1/2 ton with a built 350. My issue is I picked up a 454 throttle body with 90 pph injectors and when i installed it tonight the injectors wont fire. I verified power to the injectors and verified fuel to the injectors. That checks good. I was unable to test the throttle position sensor before it got too dark. Any thoughts? Could it be the injectors or the throttle position sensor? Ive had many tbi units and ive never had one that just didnt work.
