Turbocharger power at rear wheels

Well obviously big hp and torque values down low won't get a truck movin, itll just spin the tires. Do turbos create the same effect at a high speed? Or does it just cleanly pull the vehicle forward? I know with a roots blower or centrifigal, most of the time you mash the pedal the boost is instant and you will sit there and burn rubber, but what if you can't, or don't want to, do a suspension upgrade and use huge meats on the back. Is it possible to use a turbo set up on a truck and do 12.5 s or so on the drag strip?
