overheat issue strange

I had my truck parked for a few weeks to change the flywheel and starter. I got finished today. I got it cranked and not the temp goes to 200 really fast. I took the upper radiator hose off and no flow. the lower hose gets hot. The heat works.

Could this be a timing issue, I also get popping when I press accelerator, the truck cranks right up and rpm are correct. chevy 327.
