Fender clearance??

Below are some pics of the driver and passenger side front wheel wells. One side has a larger gap than the others and I cannot figure out why or how to correct it. The door gaps are looking good but i did have to shim the radiator support about 1/2"on the passenger side. I tried shimming the drivers side but the tire is still rubbing on the fender. I have not tried to put the hood back on yet but have taken many measurements and everything seems to be correct.
Any ideas on how to fix this?

Could someone post dimensions of the front axle centerline to the radiator support as well?
