a arm shaft question

i am rebuilding my front suspension after getting my frame powder coated and today i am installing my new moog upper arm shafts. they are centered and both rotate smoothly. used wheel bearing grease to lube them before assembly and torqued them down but i can move one shaft by hand and the other i can't. i can move it if i put a punch in one of the mounting holes. should both be the same or does this matter. tried to mount the shafts both ways thinkin i had one backwards but the same result. again they both move smoth. Rod.
