Tranny Swap Question....

I pulled the th350 from my 63' and I am replacing it with another th350. The first one was dead...when I pulled the first one, I removed the 3 bolts connecting the torque converter to the flywheel before loosening the 6 bolts holding the tranny to the block. When the 3 bolts were removed the torque converter spun freely while the tranny/engine were still bolted solid together......I put the replacement tranny/torque converter and when I bolted the tranny to the block the torque converter did not spin freely like the original....Do all torque converters actually click or lock when put in? I cant get this one to click like the other and I am worried it may not be fully in place.....
