71-72 Smog?

Although I won't be putting any smog equipment back on any of my pickups I have always been curious as to why some pickups had smog and others didn't? Both my '71's and my '72 were built in Fremont. One of my '71's is from Susanville, Ca and the other two are from here in Montana. None of them had smog when I got them and unless the exhaust manifolds had been swapped none of them had the holes on them for the smog lines. Were they only put on for pickups destined to higher populated areas?
