what is best way to clean and paint frame?

I have my truck mostly taken apart and I want to clean and coat the frame with something. I'm on a budget since all my money went to porterbuilt and don't have the money to powder coat my frame so what is my next best option for doing it myself? I don't have any body work experience, I just want my frame to look newer and have a protective coating on it.
