A/C Recirc Vent

In an effort to get my truck cooling better, I discovered that a major problem for me is the recirc vents location, or more precisely, its routing thru the kickpanel area. This kick panel area is at about 120°F inside, with the a/c on and its somewhere around 110°F outside.

What I want to know is....is this area a sealed off part of the cab, which I am pretty sure it is, or is it possible I can take the right fender off, and access it that way? Basically, I want to get in there and insulate it.
