Unknown frayed/unconnected wire help

Crawling around under my truck today I found one wire with a blade connector on the end (I'd say an 18g stranded wire) frayed and only holding on by two strands. It was not connected to anything. Right next to it was a "female" connector also not connected to anything. One would assume they connect to each other, but I have no idea what they're for. I traced the wires back as far as I could and they seem to run up into the bundle in the rear hood rain gutter.

In the picture I'm laying under the truck looking forward and up into the engine on the passenger side.
