Ignition Troubleshooting on 69 C-10 307

I have a 69 C-10 307 that I have been trying to troubleshoot no spark. I replaced the plugs, wires, cap, rotor, points, coil and still no spark. It is a brand new battery. I checked the voltage at the coil and it is only showing 6.5 on the positive side and 1.5 on the negative. Is this the problem? I figured I would ask you guys as I am waiting on the shop manual CD to get here Wednesday. Thanks in advance!
