84’ GMC 2500 camper special 2wd, rated at 8600 GVW makes it a 1-ton?

I am in the process of bring home a 79’ K-30 4X4 regular cab, SRW. My buddy is telling me his 1984 GMC 2500 is rated at 8,600 GVW & it has the 1-ton brake package equipment on it, therefore it is a 1-ton.

I am trying to explain to him from what I am learning on this forum, that his reasoning is off center.

Who is right ?
