drivers side spring hanger

I have a 70 k10 that I am building, actually tearing down to rebuild. the drivers side front spring hanger has a welded bracket on it, it looks like it is supposed to capture the front spring in some way, also on the rear end of the same spring there is a spring travel limiter of sorts. I assumed that the PO did this, so anyways I am constantly checking out all the other builds and I came across (project Road toad) by conroe trucker as I am reading his build I notice the axact same two brackets on his truck his pics are posted in post #20 (I hope he doesn't mind me mentioning his thread)
As I am taking everything off of the truck the holes look like they were made with a torch, thats why I assumed they were the work of the PO. I will [post a pic or two of the brackets in question. But do I absolutely need these? I am putting a 4" lift on this rig anyway. Can anybody shed some light on this topic?
Also should I leave the axle bump stops on the frame with the lift?
