Broke an exhaust bolt, easy out?

I'm installing my new exhaust today and of course I broke one of the bolts on the manifold flange. I soaked all the bolts with PB blaster about two hours ago, the drivers side came off no problem but two of the passenger side bolts are giving me trouble, one busted and the other doesn't want to move much. I sprayed the stuck one again and have been working it back and forth. So I have a good angle so I can get a drill in the broken bolt, is an easy out going to get the stud out? Any other suggestions? The heat riser valve is still in the system, is it best to leave it or should I get rid of it? Thanks!
