Steering column HELP!

Ok so I got a 85 gmc k2500 HD like three months ago. It's a total nightmare but has potential. I literally have rewired everything. So I had to get at the blinker set up in the steering column to fix it. After I was done with that I went to put everything back together. In the process I had to turn the steering shaft a pinch to get the lock plate on where I wanted it and busted the upper bearing.

Here's the issue. I can't get the bearing to stay in position. There is a wedged washer that goes inside of the bearing to push the bearing to make it sit right. But no matter what I do that washer moves up and you can feel that shaft is ouy of place. Anyone have any experience with steering columns???

85 gmc k2500 HD, 4WD. 5.7 carb. Power steering, no cruise or intermediate wipers. Tilt column.
