In my 68 the backup switch is in the steering column. Check the cables from the there to the firewall and back to the tail lights. If it's been rewired you can buy a tail light wiring kit from vendors on this site. I had to rewire mine at the back of the bed since the previous owner had cut and spliced for trailer towing.
forgot: re. gas mileage. Going by fuel gauge may not be the best way. Fuel gauges are not very accurate indicators. It's probably a good idea to check exactly what mpg you get the next time you take a long highway speed trip. Fill up the tank and either with the gps or another vehicle check the mileage you travel and refill the gas tank afterwards to see exactly how much gas you used. Do this a few times to get a better average. Things to look for is choke adjustment, timing, ignition components like plug and points, and/or take the carb apart and rebuild it.
