1972 chevy dual horns

Hello gents:

First time poster but long time forum stalker. I appriciate all the info you guys provide I had a question in reference to the dual horn set up on my 72 GMC. I bench tested both horns via ground and 12 volts to the spade terminals. No luck on getting them to work. If there any way to rebuild the horns? Or are these non-rebuildible? I do have power to the green lead wire and made sure both horns were grounded properly. I tried the wd-40 trick also. Thanks for your help in this.
