Fuse Panel

Hey All, Just had a couple of questions on a fuse panel, Does it need to be grounded to the cab. I noticed that I keep having issue with the heater blower and the stereo, its like one overeides the other have to re ground them. The PO had so much stuff tied in that the box it self kinda of melted, so i am suspecting its within the fuse box itself. Also does anyone know where I could get another one, or what other years would work in there without to much modifications. Thanks in advance....
