installing new shocks

I'm replacing my old, worn shocks with KYB - should be a straight forward swap. However, with the new washers the bottom of the rear shock is too wide for the mount. Obviously I want to use the new washers. It would appear that I need to widen the bottom bracket about 3/8" or so.
Any thoughts on how to do this or am I missing something?
