Wants its starting fluid

I just got this 67 C10 about a week ago after it'd been sitting for a number of years. Did the oils, got it running & it was starting 1/4 turn. Filled the tank & now it dies after a few seconds of choke.

So I sprayed a good amount of starter fluid & I was able to drive.

Tried it a day or too later, started for 6 secs then choked. I am not using more starter fluid unless it is for diagnostic. Checked fuel filter: ok.

Is the fuel pump weak (rust from tank?) or is it a carb problem (needs rev for gear change).

Regarding the carb (250), which kit should I get if it s a good thing to rebuild?
