This is better because the bumper in the forming process has a certain amount of stress built up in the steel from the forming. If you look carefully it is gradually curved throughout the length of the bumper. If you simply just cut and welded a pie shape in the middle then it would look like a pair of seagull wings, gradually curving to the middle then back down to the other side.

By stretching it I mean you would have to build an inner support so that it did not crush, then using a threaded rod on each end and a strait edge on top, screw the rods until it is beyond straight then when the tension is released and it springs back it is straight. You will have to sneak up on the straightness by slowly turning the rods then releasing them and checking, but it would be straight throughout.

Or you could save all the time and find a good old American made bumper and have it rechromed. LOL
from my measurements it starts diving down right on the drivers side of the tag bracket that is why i was thinking about cutting it there and lifting it up ?
but the original bumper would be the best idea i am sure !
