And you still are not allowed to paint them here in Ca. either but if you do it good enough then they don't ask too many questions. I have seen guys painting the 7 digit plates (which here in Ca. are either blue w/ yellow numbers or white w/ blue numbers), none of the Black and yellow plates ever had 7 digits, it is a glaring clue that they altered their plates.
