Upper Control Arm Washers

I'm replacing the bushings on a '69 Chevy C10 upper control arm. I removed the control arm and the shims and found 3 washers on each mounting stud. Would like to know if maybe some previous owner installed these washers in place of a spacer or if these washers actually belong there. To reassemble, first the 3 washers would be installed over the stud, then the shims would go between these washers and the a-arm cross shaft. Then the nuts would be installed. The question is are these 3 washers stock and should they be there? Thanks
