Bolting torque converter to flexplate, which mounting hole should I use?

Okay so I'm bolting my torque converter and flexplate together and each mounting tab(3) on the torque converter has two holes to run the bolt through, an upper and a lower hole. My question is which hole should I use? Is one better than the other? Like strength wise, or does it even matter?
