EGR Fun (Code 32)

Trying to diagnose an EGR issue. Typical code 32: SES light @ constant throttle on hwy, pinging @ light throttle, etc.

Ran the standard EGR valve tests: EGR valve takes and holds 15" of vacuum with no appreciable signs of loss. Engine stumbles when EGR is manually engaged at idle. Vacuum source @ TB shows 20" of vacuum @ 2500-3000 RPM. Vacuum lines are all intact and connected correctly.

Could the issue be at the EGR solenoid? Any way to test this? Am I missing something?
