Oil Filter Housing By-pass valve confusion

Hello club,
I'm servicing my Dad's 66 GMC 305 V6.
He has owned truck since the 70's and I'm pretty sure the oil filter housing has never been removed.
I pulled the oil filter housing and the OEM by-pass valve seems backwards to my way of thinking.
Looks like the valve will be sealed shut if filter is clogged.
Any idea why by-pass valve is installed this way?
