Bumpers with hitches just are not rated as high as receiver hitches for a reason and most of it is mounting to the rails.

The bumper you have is a specialized design of which there are several variations. It is intended to allow the tailgate to be folded down 180* with the straps off so the truck can be docked for loading without putting weight on the gate. It is also popular for livestock haules too.

Your bumper was not a factory option. It may possibly have been an accessory. But very likely was dealer installed. The factory bumpers were the standard (sport) or a step bumper. They were similar to the stepside bumper shown but fleetsides (widesides) were different. Overall there are a large number of step bumper styles that are period for your truck. Find something you like and use the receiver to actually pull anything heavy.
