cowl vent question

When the cowl vent is closed is it supposed to be even with the cowl or does it stick up a little? I have the rubber gasket not the sponge gasket and the lip of the vent sets on top of the rubber seal which makes the vent set a bit higher than the cowl. Is the outside lip of the vent supposed to fit around the outside of the seal?
