My truck is unsafe! Help.

The trucks PO installed six lug disks on the front and the truck is lowered all the way around. The truck, (68 stepper) is still in "project" stage has not been on the road since this was done. I am still in the process of putting it all back together when yesterday I noticed the tie rods are rubbing on the crossmember! It looks like he even tried to grind the lip off the front edge of the crossmember. Something is obviously wrong here. I'm hoping he installed the tie rods on the wrong side of the center link or something easy.

Can someone post pics of their steering setup in the crossmember area or the tie rod/ center link connection? The truck can't be driven in this condition so any ideas would be appreciated. I don't know how to post pics yet so I can't show you just yet.
